The rapid development of digital technology has brought great challenges to copyright protection legislation since 1990's. At present, China has boasted a population of more than 110 million Netcizen and the number of Network stations in this nation has topped 0.69 million. Network has pervaded every aspect of our society. For a better control of works in this Information Age, copyright owners turn to Technological Measures for protection of their rights and they take active steps in pushing forward copyright legislation to protect their Technological Measures.To solve the new problems of copyright protection under Internet, the World Intellectual Property Organization (WIPO) has concluded two treaties in 1996: the WIPO Copyright Treaty (WCT) and the WIPO Performances and Phonograms Treaty (WPPT). They have provided a round protection standard to Technological Measures. After that, many other countries have enacted their own standards based on the two international treaties. China has added relevant clauses for this regard in its copyright law in 2001 as well, but they are just insufficient to keep up with the rapidly- developing Internet. There are still many other problems to solve under network environment.By analyzing the advantages and disadvantages about Technological Measures protection under the two International treaties and relevant clauses of other countries, this paper points out that it's a necessity to put some protection on obligee's Technological Measures, and we should set up protection standard of our own based on the economical development situation of this Country. With the purpose to achieve a balance between protecting rights of copyright owners and maintaining common interest of the public, the author gives some suggestions to the improvement of China's legislation of technological measures.
