The BoHai city circle is one of the most important economic centers in China.The advantages of marine resource and geographical situation is so obvious because of its long coastline and its harbors that spread all over.moreover,it has unique source of humanities,science and technology,tourism,economy.There are a large amount of cities,industries and population in this region.so it has the development condition and advantage to form big region and cities group.The GDP of this region is over 3,000billion so that its economical development has enterd speedway and it has huge development potential,However,increasing serious pollution state must become bottleneck of economic development.The author grows up nearby BoHai.And witness the influnce that environmental pollution gives to cities'economy and social development.The author want to find the reasons of environment pollution can not be solved.Though investigation and specialized knowledge.In addition,the author masters a large amount of basic information and material through visiting Environment bureans and sea bureans HuLudao city and JinZhou city of LiaoNing province,sea office of National environment burean.Then acquaints the status of BoHai's environmental pollution'reason and particularity history of BoHai's environmental pollution administion,foreign countries's experience and development tendency of closing and half-closing sea. And finds out the feature that some current law can not be carried out efficaciously. So environmental pollution's prevention and governance of BoHai are imminent.
