Internet is one of the inventions that have tremendous impact on our society. It not only created a wealth of materials, but also deeply influenced our styles of living and working. Even people's idea of values has been greatly changed. With the development and popularity of the Internet technology, the protection of privacy is facing huge challenges. And the natural defense of privacy is fast disappearing because of the opening of Internet. How to protect privacy in Internet is becoming an important issue with more and more fierce infringement of privacy in cyberspace. The paper tries to study privacy in cyberspace from the angle of civil legislative protection. It not only sums up the main forms of infringing privacy in cyberspace at information age, but also makes a comparative analysis on legislation of privacy in cyberspace among the main countries of two world legal systems. At last, combining the legal protective conditions of privacy in cyberspace in China, the author puts forward the idea of constructing civil legislative system of privacy in cyberspace in China. The paper started with a piece of news entitled "Website Search Engine Stole 90 Million Copies of Personal Data" .Besides the preface, the paper contains five parts.The first part, the meaning of privacy and the right to privacy. About the concept of privacy, the author endorse the views of Mr. Wang Liming, that privacy is the information that the individual is not willing to let others to know or it is inconvenient for others to know, and privacy is something about personal things that the individual doesn't want others to interfere or it is inconvenient for others to interfere, and privacy is also the individual domain that the individual doesn't want others to invade or it is inconvenient for others to invade. Then, further defined the concept of the right to privacy, expounded the nature and the competence of the right to privacy. The right to privacy is one of specific personality rights that the subjects have about their privacy respectively. Its competence including: the right to privacy concealment;the right to privacy using, the right to privacy disposal, the right to privacy safeguard.
