Analyzing Causes Of The Reform Of The County-level Governmental Administrative System During The Social Transformation Period

This thesis takes the reform of county-level governmental organizations and the reform of strengthening the county-level authority and expanding its power in Zhejiang Province as the practical examples, bases its experiential materials on the on-the-spot investigation and makes use of related theories of Administration, Politics and Economics, systemically analyzing causes of the reform of county-level governmental organizations in the social transformation period.This thesis probes the cause of the reform of county-level governmental administrative system from the two dimensions of nature and the main body. At first, it classes the cause of the reform into three types according to the nature of the cause itself. Included in the three types are: the first, the compulsory political promotion, including the pressure from global competition and the aim for democracy and harmonious society; the second, the inductive social promotion, including the development of market economy, civil society and privately operated enterprises; the third, the endogenic transforming desire, including the pursuing of the achievements in one's official career, the benefit anticipation and the conflict between the city and the county. Based on this frame, the thesis then sets the main body of the reform (the central authority, provincial governments, municipal governments and county-level governments) into dynamic process of the reform of county-level governmental administrative system and analyzes it in such a frame.
