The Civil Servant Institution is a general form of the modern system of governments' personnel administration. It is a complicated and organic system consisting of legal management system, effective power system, reasonable metabolic system and democratic supervision system. The power system is the incentive system of civil servant. Its perfection or not will affect directly the vigor and vitality of civil servant group, the running effect of The civil servant institution and the developing process of politics reform.With a history of more than 100 years, several systems of the civil servant institution in the western countries have been completed. The reform of personnel administrative system started relatively late in our country. The civil servant institution was carried out in 1993. In 2005,Civil Servant Law of PRC (Civil Servant Law) was just issued. Although the framework of the civil servant system has been basically established in China, the civil servants' enthusiasm and the efficiency of the government need to be promoted. The study of Public Servant Incent ive Mechanism of China is based on the need of improvement of Chinese public service system.The thesis is divided into four parts. The first part is the introduction of the relevant theory of civil servant's incentive mechanism. This give supports to the improvement of civil servant's incentive mechanism theoretically. Firstly, the analysis of the humanity and needs of civil servants is carried out from angles of economics and politics science; secondly, several main concepts and the functions of the civil servant's incentive mechanism were introduced, the subject of the study was limited to affirmative encourage of civil servants. These are the basis for probing into the improvement of the incentive mechanism of the civil servant.The second part describes the current situation and problems of the civil servants' incentive mechanism of our country.
