When the globalization becomes deeper and deeper, the European Union (EU), as a major power in the international political system, is in its unique way to play an increasingly important role. After the September 11, 2001 attacks, great divergences have taken place in the transatlantic relations because of the issues on Iraq war; meanwhile, the EU itself has been split into two opposite camps: the "new Europe" and the "old Europe". All these changes have given a profound impact on the process of the EU integration as well as its role setting. In response to this new reality of the international community with the emergences of new trends, the international academic circles launched a heated discussion. The scholars specialized in the European studies were active in publishing books and articles, showing us a comprehensive perspective on the EU as an international player. However, this has the far-reaching significance to China, because the way to interpret the "role process" of the other rising powers in the same system could largely guide or even decide China to develop its own external strategies. In this paper, the author takes the perspectives of the western and Chinese scholars as the research object, and uses the case study to analyze their perceptions on the performances of the EU in the context of Iraq war, especially the changes respectively occurred in the transatlantic alliance and within the EU members. By comparing the viewpoints of the West and China, the author reveals the problems in the Chinese academic circle on the academic analysis, and proposes some possible ways to solve those problems.
