The Factor Analysis On The Irregular System In The Administrative Environment Of GuiZhou Province

The irregular system are some social rule systems out of the regular system, such as laws, policy provisions, regulations and so on. The administration science of the earlier period pays attention to the research of government system inster, wealth, thing, expecting to build up a set of fix and regular management system by promoting the management results to superior. But along with continuously and deeply turn of the administrative management understanding, the method that neglected the irregular system limited the development of administration science. In the practice of administrative management, the single regular system can't carry out the government management to turn efficiently, even there appear some management blind areas which system can't touch. In this text, we use the phenomenon and method of ecology and sociology to research the irregular system theories, how the irregular system in administrative environment affacts our government management and how our government within interaction cope with the problem and take some measures.
