"Movement of Personnel"has been defined by World Trade Organization (WTO) as one of the trade forms. Export and import of labor services, an important form of international trade in services, reflects the movement of personnel and therefore can not be avoided involving the nature of employment. The export of labor services in the country stays growing but still far from conforms to our role in the world trade with problems appearing in practice one after another. The major reason lies that domestic legal system and administrative system are not well adapted to this developing sector, such as the inadaptability to the international legal system, lack of unified administration, uncertainty of basis for regulating legal relations, insufficient protection of workers'legitimate rights and interests and so forth.To this end, the country shall attach more importance to the export of labor services, improve the legal system and administration in this field and strengthen the multilateral and bilateral cooperation to create a favorable environment for export of labor services and achieve both economic and social benefit as the results.
