As a basic policy of Property Ownership Law, the property ownership registration system plays an indispensable role in the alteration of property ownership, and it is a necessary legal means to ensure the market economic development and transaction safety. The property ownership registration system in our country is of a strong administrative control characteristic; it is not a registration system in the real sense of property ownership in Civil Law, therefore, it cannot satisfy the demand by modern market economic development. Based on the basic theories of property ownership alteration, this paper comprehensively illustrates issues relative to property ownership registration system in terms from angles of history, society and comparison. It focuses on the power of property ownership registration, and clarifies that the fixed asset property ownership registration in China adopts key-item registration policy, and for current assets, it adopts registration counterwork, and endows public trust on the registration. Besides, the paper makes a preliminary exploration of the registration categories and procedures, and proposes that in the future, our country may consider to give aligned rules on the registration of current assets in the legislation for property ownership registration in view of the defects in the existing system, and establish the registration request right system, the preliminary registration system and compensation liability system in the part of the registration authority, so as to contribute to an optimized property ownership registration system in our country.
