In order to solve the problem of Periodic Law of History, our country established various systems of supervision and restriction, including the mutual supervision between the Party in power and the Participating Parties, which, with an emphasis on the democratic supervision of all democratic parties. Democratic supervision is a superiority of the political system of our country. But in the reality, this important supervision resource has not been fully employed, and was even neglected in a long period. To obtain the actual effect of democratic supervision through a research of its running mechanism is of a vital significance to the optimization of the multi-parties cooperation system in our country.This article is aimed at discriminating the concept of democratic supervision, reviewing the formation and historical practice of democratic supervision thought, analyzing present situation and problems of its running mechanism, researching for the concrete factors that hindered the process of the supervision, seeking the feasible way of improving and strengthening the democratic supervision, profiting from the useful experience of other supervision forms, thus present one complete set of structure of democratic supervision running mechanism that is exercisable.The main rationale of this essay is based on the Legitimacy Theory in politics and Public Choice and Path Dependence Theory in economics. Its basic idea is to infer the importance and necessity of the function of democratic supervision through theories of Legitimacy and Public Choice, and then, with Institutional Change and Path Dependence Theory, carefully examines the existing problems that lie in the present system and running mechanism, and finally uses the method of Path Choice to seek...
