Now in the modernization, the building of market economy, democratic policy and the change of the public administration will advance the public administration to adjust value orientation and ethics. Traditional administrative ethics must modernize to adapt the request of modern administration. The external agent includes the opening reform, globalization and entering into the WTO, they make the traditional administrative ethics in a great background, this create an amplitude domain and interaction mechanism. It gestates the value of opening and the mind change the non-modernization concepts. And advance the modernization of traditional administrative ethics.
