"Three rural dimensional problems"associated with peasants'basic living and development haven't been resolved for a long time. These long-term unresolved problems are mired in a spiral of worsening situation, leading to an unprecedented gap between rural and urban area. In this case, peasants, as a foundational community of communist party become worsening in our society. This is a hot issue in today's China.While this tendency toward worsening disparity has caused more and more peasants have been ejected from social political system and majority society.So the profound reason behind"three rural dimensional problems"are peasants'political rights have been restrained in a long period.In nearly 20 years, although central government has resorted to various measures, it failed to resolve these problems at last, since they had never pay more attention to peasant's restrained political rights. This essay based on the general political theory, analyzing both phenomenon and it's influence, ranging from basic political rights, and economic rights to educational rights.There are four parts in this essay, first part presents academic view of citizen's basic rights. Phenomenon and influence of peasants'restrained rights have been pointed out in the second and third parts respectively. Based on above three parts, this essay give some suggestions related to how to guarantee peasants'equal social status lastly.1. In modern societies, all the citizens including peasants should have equally basic rights. These rights are endowed by the Constitution and are foundation for specific rights, for example, political, economic, cultural rights. This indicates that the legal subject plays an important role in the legal system. Political rights having been guaranteed or not depend on if these rights could be conducted in practice and if all the citizens could participate political activities effectively.2. For a long time, inequality has existed in Chinese lawful and regulations system. Especially, the absence of effective ways of participation for peasants results in the absence of peasants'political rights in practice.
