Along with the economic development and the world's population increasing, the shortages of water resources become a common problem in many countries and regions. The contradiction in the supply and demand on the global water resources is serious,which not only affect social, economic and environmental sustainable development and may endanger social stability and order. China is facing a serious water crisis. Over the years, China's economic development has been plagued by water shortages. On one hand, as the rapid growth of population and industrial development, the demand for water has been increasing. On the other hand, our per capita possession of water resources is limited in quantity, coupled with extremely serious water pollution, which leads to the fact the water supply is far from meeting our social production needs. Water resources become a "bottleneck" of the development of the national economy. The contradiction in the supply and demand of water has become increasingly acute.To eliminate the water crisis, we must proceed with the source to search for the effective methods to deal with these problems and the fundamental way is to build a scientific and rational water rights legal system. The water rights system can make the water resources transfer from the low use efficiency to the high ones on the basis of water savings, improve water use efficiency, and promote the optimal allocation of water resources. Water rights system is the system security for solution to our water crisis, so it is necessary to study the system to lay the foundation for the establishment of a scientific and reasonable water rights.The reason I have chosen agriculture rights as the subject point is that: Agriculture shoulders an important mission in China's economic development, and water resources for agricultural development plays a crucial role. But there are many problems in China's rural water resources, such as the uncertainty of agricultural water rights connotation, serious water waste and low utilization rate.
