The third parties in administrative litigation is a mature system in foreign countries. Its particular way of conversing the rights of parters and the justice of procedure plays a signify role in litigation. The third parties have acquiring wide rooms for its development, in terms of these good conditions. Although the third parties in administrative litigation is establishing in Chinese administrative law, it is immature. In accordance with this circumstance, the essay depends on comparing to the third parties in administrative litigation among the foreign countries, and efforts to reform the third parties system with Chinese characteristic.This thesis includes the following seven parts:The first part reviews the research on the third party in administrative litigation between foreign countries and our country, concluding the important points and revolute points in the thesis. The second part, first of all, makes a definition and analyzes its mainly characteristic. Then, in order to definite the conception clearly, compares it with some similar conceptions. Thirdly, based on the analysis, brings up the new conception and characteristic of the third party in administrative litigation . Finally, brings forward the background and effect which it emerges. The third part, gives rise to discuss the value of the third party in administrative litigation, which is comprised of justice, efficiency, and order. With the development of juristically practice, the issue has become more complicated.
