This article is a study on combining the theory with practice in public administration and comprehensive law enforcement, and leap over the field of science of public administration and administrative law.The first part of the article is brief introduction, first, it expounds the progress situation of comprehensive law enforcement, which study and analyze its characteristics, and consider the comprehensive law enforcement with the comprehensive, limited, independent and long-term basic characteristics, and make brief introduction on the necessity for comprehensive law enforcement.The second part of the article is on the study of organ setting in comprehensive law enforcement .
