Protracted wave of political reform lasted globally since 1980s. Public service, which afforded by government, was trusted by enterprise and non-profit organizations, or by reform so as to take over projects from private companies, Phoenix of Arizona for instance. This transform leaded to great change in public service area, of which the protection of basic unit in weak community, and the fusion of social factors and economic rules, and the social responsibilities developed by government and others, and the encouragement of family cohesive force and citizen's participation that raised by European Committee in 2004 set a good example. In our country, CPC Central Committee General Office and State Council General Office attach importance to social steady and the progress of people's life constantly, especially The Fourth Plenum of the 16th CPC firstly advocated the concept of Harmonious Community, pointed out that the construction of Harmonious Community adaptive with great change in our country should be most important, and the capacity of construction too. The Harmonious Community lays tress on social steady and impartial and justice, advocated unity and mutual aid and anti-poverty. Therefore, the assist to weak community and solution to social problem are one of the essential targets. In 2005, Wen Jiabao, the Premier of State Council General Office put forward a report to People's Representative Assemble, which suggested that solution to conflict and problem emerged in development of economy should depend on steady and prospect community. This year, On Consolidation and Improvement of Community Service issued by State Council General Office and Decisions on Construction of Harmonious Community issued by The Sixth Plenum of the 16th CPC both gave expression to the great influence of construction of Harmonious Community and Society that raised by Community Service.By analyzing changes in public service field, taking Subdistrict Office for example, emphasizing the reform of Subdistrict Office and community, this paper expects to discuss the relationship between Public Service and Community Service and search for effective measure that propels community service. It will be very important to development of our community, what more, greatly effect on construction of harmonious community and society. Public service referred in this paper based on subdistrict and community. By the above analysis, my suggestions to how community effect on construction of harmonious society are as follows: first, segment of community service is necessary; second, multi-central community service system should be set up; third, mechanism should be used to propel community service; last, effect management ought to be applied in community service.
