Safety guarantee obligations refer to legal obligation intended to protect others and safety—conscious obligations of social activities.This conception cannot only meet the extension of Law of Tort but embody the spirit of times of respecting and safeguarding human rights.Those who breach safety guarantee obligations should fulfill direct obligations as well as supplementary obligations.Although Interpretations on Issues of Laws Applicable to Cases of Compensation for Personal Injury by the Superme People'S Court clearly states that management of business have the obligation of security guarantee for consumers,the stipulations for this obligation are not specified.Operators take the legal safety guarantee obligation for consumers. Judging whether the operators fulfill the obligation or not should be based on legal standard and partis families principal.
