The research of the administrative fact behavior is later than other countries in China . It starts in 80's and develops in the end of 90's . Therefore , the academic circles haven't given deeply probe into the question on the type of administrative fact behavior currently , the feature of administrative fact behavior and the relation between the administrative fact behavior and law . The theorists'research bases on the demand of the practice in need of the research of the system.In the paper , firstly , the author studies from the meanings of the administrative fact behavior . After introducing the origin of the administrative fact behavior and the viewpoints of the domestic and international scholars, the author analyses the necessity and meaning of the administrative fact behavior. Through the comparison with acts in fact in civil law, this paper classifies administrative acts in fact , and summarizes its characteristics and composing items. The author tries to sum up basic composing items of the administrative fact behavior. And make a systematic exposition on effect of the administrative fact behavior from two sides: administrative unit and citizenship. In chaper four , the author makes a thorough inquiry into responsibity and relief of administrative acts in fact . The author divided the administrative responsibility into two respects. One is the responsibity caused by legal administrative acts in fact , the other is the responsibity caused by illegal administrative acts in fact . The author researches its forms of irregularity, principles of responding , and conditions of responding. In the end of the paper , drawing lessons from other countries and other regions, the author putts forward some assumptioms for constructing the relief systems of administrative acts in fact .
