This article begins with the dangerous of speeding and the public's concern arising from the evidence collection of off-site enforcement against highway speeding. It described the basic theory of evidence collection of off-site enforcement against highway speeding, analyzed the main problems and the solutions. It is consist of three parts. Firstly, it defined the meaning of evidence of off-site enforcement against highway speeding, introduced major sources and manifestations of evidence of off-site enforcement against highway speeding, analyzed the characters and legal basis of evidence collection of off-site enforcement against highway speeding in accordance with the definition of evidence collection of off-site enforcement against highway speeding. Secondly, the author pointed out the problems in evidence collection of off-site enforcement against highway speeding in line with the reality of her work which include technical defects of the equipment, lack of industry standards and inadequate legal norms. The technical defects of equipment include shooting mistakes, measurement errors, identify shortcomings. The lack of industry standards include that parameters of the equipment are not unified, and the overall quality of the evidence testing equipment did not have a unified standard and did not have a unified format for electronic evidences. The inadequate legal norms regulating include the lack of standard of monitering site placed, the not-unified of bidding speed enforcement, the not-standardized system for collection procedures, the lack of certification system of operators. Finally, according to the problems mentioned above, the author put forward the corresponding Countermeasures such as proposed improving legislation included legislation regulating entities and procedural legislation, certification system for the operators. The author also calls on technical standards of equipment as soon as possible to achieve the unified format specifications of electronic evidence. In addition, the author believes that to solve the current problems on evidence collection of off-site enforcement against highway speeding depends on constantly updated of science and technology on traffic management.
