Since the 1980s, electronic commerce (EC) has entered a rapid developing era. As a brand new commercial operational model of the era, EC will not only become the core of the economic activities in different countries, but also with its forward moving potential, EC will merge further into the change in international trades. WTO, today's multilateral economic organization of restricting the international economic trade activity, has undertaken the burden of formulating the "Regulations of the Game" of EC, which is a new international commercial operational model.This paper consists of 5 parts. The first part mainly introduces the history of Electronic Commerce in WTO. The second part discusses and analyzes the key issues relating to the EC in WTO, which includes the common obligation of EC in GATS, some particular promises of EC in GATS, and lastly, introduces the specifications and regulations of Information Technology Protocol set for the EC. The fourth part, on the basis of the analysis of deficiencies of EC that regulated by the WTO protocol, proposes the solutions to these specifications and regulations. Finally, the fifth part proposes the strategies that China adopts to solve the WTO EC law problems.
