Study On Orientation Of The Government Role In Water Reservoir Resettlement Management

Decided by our country socialist system nature and the reservoir resettlement's complex characteristic, our country reservoir resettlement work must be established in the foundation of powerful government leading, and display the function of all levels of governments. Along with reform of China socialist market economy system, according to the request of the market economy system, all the various trades and occupations domestic carries on the management system reform and the management role transformation unceasingly. But, as for the influence of long-term planned economic system and together effect of various conflicts at the present stage, phenomenon of "vacancy" and "offside" of government role still existing in reservoir resettlement management work, and has affected the prosecution of reservoir resettlement work. Therefore, analyzing deep level reason for the problems of reservoir resettlement management under the socialist market economy condition, and seeks methods from orientating the government role rightly in the reservoir resettlement management work is main goal and content of this article.This article first summarized the related questions and research present situation about reservoir resettlement management domestic and foreign, fixed the main content which this article studied; Next, from the reservoir resettlement character, the character of reservoir resettlement activity, pointing out the necessity of government implementation in reservoir resettlement work; Third, analyzed the work content and responsibility of all levels of governments in the stage of reservoir resettlement activity; Fourth, analyzed the existing problems and reasons for which "vacancy" and "offside" of all levels of governments role in the reservoir resettlement management work; Fifth, discussed the right orientation of government role and concrete countermeasures in reservoir resettlement management work; Finally, summarized this article and pointed out the deficiency in the research.
