| Offshore financial market is a historic innovation of international financial market internationalization, which brings many countries a lot of benefits and interests in the world. With the rapid development of many offshore financial markets, the financial markets throughout the world were linked together and a unified international financial appeared .In this sense, we can say that the offshore financial market is a real international financial market. Now the offshore financial market has developed to be a new characteristic of the counties' competition. So, it's very important for China to build our own offshore financial market at the good chance. This critical step will make China more open to the outside world and make Chinese financial market more internationalized. At the same time, we must have a effective supervision on the offshore financial market to prevent offshore financial market from money laundering. The intention of this thesis is to forward the views and suggestions on preventing money laundering in the establishment of offshore financial market basis of summarizing the development of offshore financial market. The article, first of all; introduces the general problems of the offshore finance, including the definitions and the offshore finance's reason of generation and development in the future. Secondly, the article deliberates on the essential legal problems of the offshore finance, focuses the emphasis on the supervision and suggests that we should build our own offshore finance market. Aiming for that offshore finance market might be exploited by money laundering, the author also introduces some knowledge of money laundering and related rules. At last, the author gives some advices to the financial machinery of our country about legislation and practice to anti- money laundering.
