Citizen Participation In Public Policies Making

What the study of this dissertation is the question the citizen participation in the public policies making under the particular historic background in contemporary China. The paper tried to elaborate the important significance and function the citizen participation in government public policies making from double angles of theory and practice based on the failure of government policies.The main thought route of the article is: taking the government policies'failure as the logic beginning, the article pointed out that for the purpose of compensating the malfunction of government policies, we need to introduce citizen participation into public policies making. Then, the article explored the theory sources, realistic fundament, innate mechanism, measures and ways. In the first chapter, there is a simple introduction about the situation the citizen participation in the government public policies making both home and abroad, and an illustration on the effect the political participation action causing. It pointed out the both the questions and the reasons the citizen participation in government policies making. In the second chapter, there is a discussion on the innate mechanism of citizen participation in the policies making. The argument deliberated the necessity the citizen participation in policies making from fore aspects such as theories resources, reasons, significance, and effects. The further, it demonstrated out why government public policies need citizen participation through discussing. In the third chapter, it expounded the realistic conditions of the citizen participation in the policies making. In the chapter, the author discussed the feasibility and necessity of which introducing citizen participation into government decision making from the realistic angle, and illustrated out that we can utterly lead citizen participation into government policies making in contemporary China. In the forth chapter, it explored the concrete means and ways of which drawing the citizen participation into the government decisions making presently. And tried to explain how should the citizen participating in public policies making through the discussion.Finally, it came to a conclusion that the citizen participation in public policies making is the important guarantee of developing socialism democratic politics, construction socialism civilization and framing socialism harmonious society..
