Change And Trend Of Political Power Structure In Contemporary China

The adjustment of the political power structure should be involved so that we can build socialist political civilization and develop socialist democratic politics.As the substantial frame of the socialist political civilization and its institution, political power structure of course should be researched seriously. Before the beginning of reforming and openning-up, following the"Soviet Pattern", China had set up the highly centralized political power structure which embodies the fact that"the Party's power replaces government's power and government's power controls the people's power."This kind of political power stuctrue obviously beared the characters of statism. Although it exerted good effects during certain period, it bared the inner abuse increasingly as the time went by. Since the reforming and opening-up ,led by the Party, we began to reform the traditional political power structure in a feasible way, rebuilt the machineries of governments at all levels, gradually actualized the maket-oriented reforming on the basis of the separation of the government and enterprises, started to strengthen the supervision and restriction towards the power of the authorities, took great pains to deal with the relationship between the central government and regional governments, etc. Through hard work of more than 20 years, the Party-government relationship began to be solved preliminarily , society gains independence to certain extend from the state power , the power of regions and primary organizations has been realized and strengthened , legal civil rights have been protected relatively effectively ,the general plan of"rule by law"has been affirmed officially. The situation of highly centralized political power has already been broken and the civil society begins to emerge. All of these result from the development of socialist market economy. The further deepening of the market-oriented reforming will push the change of Chinese political power structure to the direction of constitution government and democratization. China is bound to set up the new political power structure embodying the fact that"the Party's power leads government's power and government's power serves people's power". This brand-new political power structure will chronically exist in China which is still in the primary stage of socialism.
