Competition is the essential condition of stimulating creation, maintaining market economy vigor and promoting social welfare, the monopoly function is just the opposite. Fair play should become the direct, most basic contest rule of the market economy order.During the establishing and consummating of the Merket Economy System, Administrative Monopoly arise wide attention and deprecation from all circles of the society for its complexity and huge harmfulness. Bring the serious bad consequence to market economy as well. The professional administrative monopoly is a typical administrative monopoly which collect industry and administration monopoly. There are many research literature of administrative monopoly but little specializing in the professional administrative monopoly. And there is still no article taking electric power industry as an example to further investigate.This article bases on research literature, takes electric power industry as an example, draw lessons from the countermeasure of foreign professional administrative monopoly and on reality of our country, conducts systematic research from market and government, competition and monopoly, law and system,etc. It has announced the basic problem of administrative monopoly, analyzed current situation and causes of professional administrative monopoly from Individual to general and studied countermeasure to it. It is not only helpful to have a theoretically comprehensive understanding also have the practical significance to government manages.This thesis is a comprehensive and penetrative study of professional administrative monopoly in China guided by Marx political economy theory and based on theories such as public choice theory and welfare economics in contemporary western economics,etc. The author combines socialist market economy theory as well as nature monopoly theory evolution and uses solid research, comparative study, quantitative analysis as methodology.
