A Research On The System About Governmental Information Disclosure In Market Supervision

The governmental effective supervision is an important condition for the foundation of the market order and its maintenance, it can ensure economy develop well. However, since reform and opening-up, our country has strengthened its market supervision, but there are still various counterfeits and poorly-made commodities, frauds and unqualified companies at the market. Compared with market system and mechanism and further extrinsic factors, there must be a deep-seated reason behind the market disorder. Modern economics have an academic conclusion about market disorder, which is converse choice, moral risk and "hitchhiking" and further opportunistic behaviors. Radically speaking, there is an inevitable relation between information imperfection and market disorder. Therefore, the basic idea for overcoming market disorder is to solve the problem of information imperfection. A great deal of market supervision information is predominated by government. If this information would be accessible for the public, it would change the disorder, which is caused by the information imperfection.In recent years, governmental information disclosure system has increasingly been used to prevent corruption, company governance, market supervision and environment protection etc. But the number of theoretical researches on governmental information disclosure with market supervision is still scarce. Along with the arrival of information society, information works as core for the market circulates and function's exertion. Under such circumstances, this paper put forward that the system of information disclosure in market supervision should be the reasonable governance tool chosen by government. The reason for choosing this topic is both the theoretical and practical significance of governmental information disclosure in market supervision. When we construct a new system, it is necessary to demonstrate the feasibility firstly. This dissertation discusses the impetus of governmental information disclosure as a kind of market governance tool from an economical, juristic and public administrational point of view. But in the beginning, this tool will faces restricts of implemental cost, the limit by secrecy, the government departmental system and the officials hobby etc. Based upon the integrate analysis of impetus and restrict factors, this dissertation concludes with some suggestions for constructing the governmental information disclosure on how to regulate market supervision from the aspects of formal institution, informal institution and the environment of institution. In respect of formal institution, we should perfect the institution of governmental information disclosure in market supervision and the spokesman institution furthermore; as for informal institution, the officials should change their supervision attitude; constructing a comprehensive information-sharing platform, and enhancing communication with citizens.
