Administrative culture is the soul of administrative management. Administrative culture directly influences how the public regard the roles, the responsibilities and the power of the government (or the executive branch) and its members, and how to deal with the relationships between them and the administration and its members. Administrative culture also influences how executive staff view the social roles and the responsibilities of the government and its subordinate departments as a whole, as well as themselves, and how to regard the power and its distribution, and how to choose the administrative patterns, and how to deal with the relationships between the staffs and the relation with the society, and how to carry out their own administrative duties. Besides, administrative culture plays a key role in the reform of the administrative system of China. Since the reform and opening-up, China has made brilliant achievements in the political, economic, social, cultural fields, etc; and people's consciousness about rights, democracy, participation and the rule of law has increased significantly. Earthshaking changes have taken place in China's socio-ecological environment. According to the administrative ecological theory, in order to keep the inter-dependent relationships with the surrounding ecological environment, administrative culture, as a subsystem of the larger social system, will change along with the change of socio-ecological environment inevitably. At the present, the "power standard" culture can't meet the demand of the social development, thus it is imperative to construct the service-oriented administrative culture, which is matched with the service-oriented government.From the academic views of administrative ecology and the theory of social system, standing on the sharp changes of Chinese ecological environment, the author analyzes the factors that impose influences on the service-oriented administrative culture by using the theory of system and the Force Field Analysis of the social psychologist Kurt Lewin, aiming at increasing the motive forces and decreasing the resistance in the course of constructing administrative culture based on the leading ideology of the service-oriented administrative culture. Thus the administrative culture will be adaptive to the service-oriented government.This paper is divided into four chapters:In Chapterl, the introduction elaborates the importance of constructing service-oriented administrative culture in China, introduces the status quo of research in this field and shows the research path and method of this paper.In Chapter 2, for supporting construction of the service-oriented administrative culture with the theory, the author first defines culture, administrative culture, and service-oriented administrative culture respectively; then makes analyses on the existing form of administrative culture and then the value orientation of the service-oriented administrative culture.In Chapter 3, from the theory of administrative ecology and using Force Field Analysis, the author analyzes the internal drive, the external drive and the resistance in the course of constructing administrative culture.In Chapter 4, the author shows some thoughts about boosting Chinese service-oriented administrative culture, including the guidelines of constructing service-oriented administrative culture and some measures of strengthening the motive forces and decreasing the resistance in constructing service-oriented administrative culture.
