The biggest quest of mankind to social development is to all-round realize society harmoniously. The good law which embodies social conscience is a foundation of achievement to social justice and a premise of construction he harmonious society of socialism. Social justice is the value that we always aim at, but to realize this value, law by itself is insufficient. Justice exists in people's mind spontaneously and in society as a whole. Law is the regulation precedent being announced, but it can not become the obstacle to people's pursuit of a happy life. And when it becomes an obstacle ,we can rely on the conscience to set up a precedent of norm again. Judicial fairness is generally realized as a final defense for social justice. Society needs justice, also needs a line of defense, but the defense line must be built with the conscience. Therefore, only when we have dealt with the relation of the law and conscience correctly ,and have developed a belief in conscience and law, can we then really realize social justice and establish a harmonious socialist society.
