Study On Development Process Of Chinese Multilateral Diplomacy

With the development of economic globalization and international political pattern multipolarization, the increasing frequency and activity in multilateral diplomacy has become the important ways to adjust international relations, to promote international cooperation and to resolve international conflicts. Multilateral diplomacy is international cooperation in various fields among three or above three actors through international organizations, international treaties and International conferences.Since 1990s,more and more countries regards the multilateral diplomacy as a vast stage to elaborate their proposals, safeguard their national interests and realize the strategic goals of peace, development and cooperation. China, which has significant position in the international community, must participate in the international business and bears on the international affairs in order to maintain its national interests and play a more important role in the international stage. The 16th CPC Party Congress declared definitely:" We will continue to take an active part in the multilateral diplomacy actively and play our role in the United Nations and other international or regional organizations. We will support other developing countries in their efforts to safeguard their legitimate rights and interests". This sentence highly generalizes and summarizes the practice of the multilateral diplomacy in China and directs China to participate in the international multilateral diplomacy actively in the new period and the new century. The thesis, on the basis of summarizing the activities of the Chinese multilateral diplomacy, analyze the characteristics and challenge of the Chinese multilateral diplomacy by definiting the multilateral diplomatic concept and give the systematically research on future development of the Chinese multilateral diplomacy.The thesis is divided into three parts: The first part is the conception and function of multilateral diplomacy. Firstly, it gives the definition of the multilateral diplomacy from the relationship between multilateral diplomacy and multilateralism, then, expatiate the conception, main form and basic characteristics of multilateral diplomacy. Secondly, it introduces the rise and the function of multilateral diplomacy in modern international practice. The second part introduces practices and achievements of the Chinese multilateral diplomacy in detail. Regarding time as the clue, It expatiate the Chinese multilateral diplomatic history process systematically and summarize the characteristics and shortcoming of the Chinese multilateral diplomacy by dividing it into three stages: from 1949 to 1971, from 1971 to 1989 and from 1989 to today. It makes people fully understand the changing of the Chinese multilateral diplomacy from passive to active. The third part is the research on the future development of the Chinese multilateral diplomacy. Firstly, based on the first two parts of analysis, it generalizes the characteristics and challenge of the Chinese multilateral diplomacy. China pursues an independent foreign policy and an identity of developing country. Secondly, in view of the challenge such as the problem of trust, system and responsibility, it discusses how to face the challenge and push the Chinese multilateral diplomacy development for further step from the point of strategy. The last section expatiate systematically the future development of the Chinese multilateral diplomacy from three level global intergovernmental international organizations, regional intergovernmental international organizations and nongovernmental international organizations separately.
