Since its establishment, the government officer system in Ningbo has been effective in improving administration efficiency, enhancing personnel quality. However, in the course of its development, it cannot be neglected that there are frequent violations of administrative rules by government officers. This problem is attributable to many reasons, among which, the present author claims, "insufficient incentive and ineffective superintendence" is a key one.Incentive means to trigger one's motive, to direct one's action as well as to maintain motivation so as to complete the project and superintendence is a counter-partner of incentive. Generally speaking, incentive can be compared to "carrot" while superintendence "stick."Based upon the concept that superintendence leads to incorruption, incentives higher efficiency, and that both superintendence and incentive are equally important in officer management, this article, making use of theories in public management studies, administration studies as well as economics, explores the facts and problems of officer management in Ningbo downtown districts through Q or A surveys. The study has revealed some problems in the incentive system, such as stale incentive ideas, delayed incentive organization and poor incentive methods, as well as some problems in superintendence organization. Besides the analysis of the above problems, a new officer incentive and superintendence system is built through digital analysis of some experience from developed countries. In conclusion, the present author hopes that the article can contribute to a more hardworking and incorrupt officer team, more efficient government administration so that it can finally be helpful to China's economic development and social progress.
