As part of the human resources management, the performance management plays a role far more important than the simple HRM. Though breaking down of the organization's objective to the departments and everyone of the staff, the PM can adjust the employees'behavior to accord to the organization's management goal and though directing, evaluate, appraisal and improve the employees'performance, the PM can strengthen the organization's competence and improve the management effect and efficiency. It's not just beneficial for the companies; it also can contribute to almost every kind of organizations. So, in this article, I applied the PM to the civil servant management of the Dezhou civil affair bureau, try to solve the problems such as the lack of the whole procedures of the PM, the inefficiency of the PM appraisal and no effective direction and regulation.The solution of this article to the Dezhou civil affair bureau includes: 1. setting the performance goal of the departments and staff by MBO; 2. the staff get involved in the performance plan and goal-setting; pay more attention to the performance communication; 3. the different and varied performance appraisal index and appraisal methods; 4. emphasis on the performance improvement and feedback.
