In 21-st century, the management topic is human-oriented management. In this times, government and enterprises all face the unprecedented competition with talent. How to attract talent? How to keep talent? How to incentive talent? This all relate to a key point of Government Humane Resource Management——Compensation Management. Recently,the Compensation Management of Civil Servant has great development, the implementation of the《Law of Civil Servant》and the reform of Sunshine Compensation in Shanghai and Beijing all benefit for the development of Civil Servant Compensation System. But, in the process of reform, there is a little problem that we should keep eyes on, such as how to keep the compensation level became more competitive? How to keep the inside equity? how to incentive the employee of the government. We should pay attention to the problem, and try to do some useful thing for the development of Civil Servant Compensation System.Using modern theory of Human Resource Management and in connectted with Chinese personal reform, this paper does some research on the shortage of Chinese Civil Servant Compensation System, and offers some useful suggestions on the development of incentive Civil Servant Compensation System. At first, this paper introduces Maslow's Hierarchy of Needs Theory Herzberg's Hygiene and Motivational Factors Theory,Vroom's Expectancy Theory,McClelland Achievement Incentive Theory,Adams'Equity Theory and other Human Resource Management Theory. Second, this paper introduces the current situation of Civil Servant Compensation System and Civil Servant Performance Evaluation System. Third, this paper analyses the problem of Incentive Civil Servant Compensation System. Fourth, in connect with the problem existed in Civil Servant Compensation System, this paper offers some useful suggestions on how to develop incentive Civil Servant Compensation System. At last, this paper analyses the new development of national and international Civil Servant Compensation System, then give some useful adversary.
