Study On The International Terrorism Crime

The terrorism is not a newly emerging thing, but in recent years the terrorism activity is becoming exceptionally rampant. Especially the event of US "9·11" has pushed the international terrorism criminal activity to the historical crest. It has threatened human society's survival and development seriously, and attracted universal attention from the international society.Along with the globalization of economy and the quick development of science and technology, many new situations and problems regarding the terrorism crime have appeared,changing and expanding its connotation and extension consequently. The traditional research on the terrorism crime cannot meet the need of contemporary situation, no matter from theoretical or practical perspective, therefore it is necessary to think carefully and research deeply under the current international situation on the international terrorism crime.The author researches on this topic according to the usual way in the field of penal science, namely: "The concept - - crime constitution - - legal responsibility - - stipulation of criminal law - - corresponding measures" . In detail, the paper altogether comsists of 5 chapters. The first chapter is the outline of international terrorism crime. The author points out his own understanding of the definition of the international terrorism crime, and analyzes its constituting characteristics, on the basis of analyzing and summarizing viewpoints of scholar's from different countries, the explanations in dictionaries and the rules and regulations of law. In the second chapter the author discusses the development and tendency of the international terrorism crime, analyzes the reasons from economic, politic, and culture perspectives, and specially elaborated on the situcaiton and causes of the terrorism crime in our country. The third chapter studies the question of legal responsibility of international terrorism crime. The author analyzes the basis for undertaking the legal responsibility from both philosophy and legal aspects, explores the ways to realize the legal responsibility by the world court and the domestic court seperately, and discusses the modes to realize the legal responsibility from procedure and entity aspects.The forth chapter is about the regulations and rules regarding international terrorism crime.
