As a special kind of ship, public service ship has a particular status in maritime law and has its specific law property. The marine accident caused by public service ship is different from road accident, which also differs from ordinary marine accident. Collision of ships, pollution of ships and salvage at sea caused by these accidents are all regulated by maritime law. The ship to be used for public service purposes is definitely excluded by Maritime code of the People's Republic of China. Some countries also exclude the application of public service ship. While other countries regulate that the maritime law applies to the public service ship in some chapters. Meanwhile there is no application of public service ship in the most of pertinent international conventions. At present, the theory circle is short of the study of public service ship. Based upon this reason, the thesis refers to the responsibility and compensation caused by the public service ship, and the salvage reward related to it. According to the theoretical analysis, the thesis aims to contribute itself to the law issue about public service ship in marine accidents.The thesis consists of five parts:Chapter 1: Basic law theories related to public service ship in marine accident. This part is the theory base of the thesis, which mainly introduces marine accident, public service ship and the relationship between public service ship and the ship regulated by maritime law, and its responsibility in marine accident.Chapter 2: The study of law issue of public service ship in ship collision. As a familiar marine accident, it refers to the law issue of public service ship in ship collision, such as the assumption of tort liability and the compensation, and its limitation of liability for maritime claim in ship collision.Chapter 3: The study of law issue of public service ship in ship oil pollution. Its responsibility in marine accidents, the pertinent measures and its limitation of liability for maritime claim in ship oil pollution.Chapter 4: The study of law issue of public service ship in salvage at sea. This part is about the law status of public service ship in the salvage at sea and whether itcan obtain salvage reward, the salvage task engaged in or controlled by the superintend department, and its limitation of liability for maritime claim in salvage at sea.Chapter 5: Conclusion. This part summarizes the above chapters and gives some legislation advice.
