With the development of market, reform and open to the foreign countries and, China has made great achievements on the mechanism of how to select and employ persons in the public department. Our party has built the concept of selecting persons by scientific methods, has broken the simplex cadre management system and way of employment. Cadres are being managed in many ways which are more standardized and mechanized. The work of managing cadres has been more open with much democracy. The position of cadres for life has been cancelled. The supervision system has been improved. The law system for managing cadres has made great achievements which have broken the concept of managing cadres by cadres. But, there are still a lot of problems in selecting cadres in public department. Much obfuscation exists in theory and practice. The cadres selected are not very qualified which will greatly affect the performance and welfare of the whole society. It will be a great challenge for our country' sustained development.In order to solve existed problems in human resources selection in public department, it is imperative under the situation to build the new method of selection system which is mainly based on competency. The competency system has been widely used and tested in western countries especially in America. Combined with the competency system with Human resources management, many enterprises and organizations have gained excellence performances incontestably. It has proved it is necessary to reconstruct and rescan human resources from the perspective of competency system. It' s necessity to use advanced, scientific and modern management practice for reference to construct present selection mode since technology of human resources management has been greatly developed. It's meaningful to use the competency model in public department selection. It can help us solve existed problems and shortcomings. It's of great value and effect to reconstruct government and realize the target of politics and economy of our country.During the process of actively introducing advanced western management theory,meanwile,we have to realize that every successful management model results from the combination of management theory with real practice.In the new era of reform and open to the foreign countries and in the moment of truth of renaissance of our great country, public department must absorb advanced management theory from developed western countries and found newer and more glorious theory of human resources management with characteristics of China.And at last we have to apply the new theory to the practice in real society.
