At that time, "the two committees" contradictions and conflicts were not prominent. In November 1998, the "Organic Law of the People's Republic of the village committee" was officially promulgated. From then on, villager autonomy has been deepened, and the entire rural grass-roots political and social life has undergone tremendous changes and scored remarkable achievements in the history. But the contradiction between the committee and village party branches gradually comes to the fore. Revolving around how to distribute power and resources and how to define the roles and functions, there were a series of problems. The contradictions and conflicts affected the smooth conduct of villagers and affected the development of the rural economy and social stability.the researching object of this paper is the relationship issue of village party branches and village committees,short for "the two committees" relations, Although it is only one part or segment of rural management, the issue itself has a certain universality in our country, and has caused great concern to the government and the theoretical circle. The purpose of my study is to analyze the cause of the "two committees' conflicts and confrontations and to form a harmonious "two committees so that we can correctly understand and accurately grasp the relationship between the Party. This paper is divided into three parts:The first part describes the origin and status quo of "two committees" development. In the Launching and in-depth development of villager autonomy, "the two committees" contradictions and conflicts gradually formed and the intensified. Around the power of decision-making, management, finance, appointment, it appeared inharmonious between the "two committees", which reveals the real issue as well as the impact of the "two committees".The second part deals with the main reason for the contradictions and conflicts of "two committees". As the political, economic and cultural development of rural areas is uneven, there is no the same form of contradiction and conflict. For researching requirement, We divided it into four types. They are leading type of village party branches, loose and consultative type, pubicly conflicting type and leading type of village committees. In view of these four types combining history and reality and the internal and external factors, I analyze the cause of "two committees" contradictions and conflict, which build a harmonious groundwork.The third part, from the perspective of integrating theory with practice. We catch up with some thoughts on the development of harmonious relations and try my best to ensure that such thinking is workable in practice. This is the ultimate goal and purpose, and also is the core content of this paper.Based on the large collection of documents and the results from previous studies, a more innovative approach is put forward to build a harmonious "two committees". These practices are mainly concentrated in the "two committees" leadership team itself. They must foster mutual respect, close coordination, and build a strong cohesive force for serving to the villagers. Meanwhile, in order to achieve the dominant position of villagers in autonomy, we should raise the scientific and cultural qualities, enhance the sense of participation, and establish farmers associations who truly represent and safeguard the interests of farmers and increase their organizational level.
