Participation Government-innovation Of Governance Model In China Government

Along with the adjustment of our nation development strategic and the transformation of the government function, the space of the administration is opening up, the traditional governance pattern is being reformed. Since 1978 china had startup five large-scale government reforms, and they are so many times, so large range, so strong force, but these reforms' effect isn't satisfying. The core problem is that our government hasn't changed its governance conception, hasn't adjusted its role and position in the society. Coming to new millennium, the development of globalization and information economic are challenging to traditional government based on bureaucratic system with never seen speed and energy. For keeping up the development of our economic and society, the innovation of governance pattern has become our necessary choice.According to the participation pattern advanced by American scholar B. Guy Peters, through exploitation theory and practice of western industrializing country, the innovation of supervise system of Chinese government is studded, and the participation pattern is been realized the best choice at the information economic times. Through analysis of Chinese situation, the author discusses the conception, the structure, the movement mechanism and the innovation approach of the participation pattern.This paper is composed by the introduction and the main text. The main text is divided into four parts:Part one analyze the participation pattern' conception and its reason taken place in western country.The participation pattern is one pattern advanced by B. Guy Peters in his book The Future of Governing: Four Emerging Models. Its conception consist in that it apply itself to pursuit a mechanism which is more political, more democratic, more collective to convey signal to government. This model that had taken place in western country has practical and academic reasons.Part two elaborates the participation model's government structure, and the movement mechanism. The participation model considers that the pyramidal hierarchical structure is the barrier of effective governance. For achieving the governance innovation, administrative decentralization and the flat organizational structure are extremely essential. And in this foundation, we should seek the communication and the intercourse between the public departments and the many kinds of social management main body; we can enhance the fairness, the efficiency and the quality of the social management through participation, consultation, public responsibility mechanism etc.Part three analyze the necessity of our country introducing the participation model.The participation pattern can improve our government capacity via four aspects: organization structure, management approach, decision-making, common interests. This part discusses the necessity of our country introducing the participation model through four ways: economic globalization, information, multiplex interests and the relationship' change of administration and citizen.Part four discusses the innovation ways of government pattern.In order to establish the participative government, first we must advance the state power shift and return to the society. Second, in order to land this authority return on feet, we should cultivate and develop the non-governmental organizations, and enable them share the authority which strips from government, as well as partial management and service function. We need to break the integration pattern, and achieve the multiplication pattern of the public management main body. Third, the institution reform is the organizational guarantee of the governance innovation. We must establish the administration system which is standard, harmonious, fair, transparent, honest and highly effective.
