After the Cold War, cold war system in Korean Peninsula does not fall into pieces as it does in other nations around the world; on the contrary, since the basic state of North and South peninsula'political and military confrontation remains, the transition from cold war system to new region pattern slows down. Further more, the Korean Peninsula's Armistice Regime, as one of the products of the Cold War, could no longer adapt the time's call and the Peninsula's development. As a result, the Peninsula's peace problem is looming large and the establishment of the Peace Regime becomes the direction of historical development. Establishing Peace Regime does not contribute to maintain the permanent peace in Peninsula, but also contribute to promote Northeast Asia's peace and stability, as well as the economic cooperation of different nations in Northeast Asia, and to defend the whole Asian-Pacific Region. The paper mainly discusses how the establishment of Peace Regime of Korean Peninsula influences on the security order of Northeast Asia.Part I explains the Peace Regime theoretically, introduces its concept and connotation. Peace Regime has various meanings and forms. Its main composing elements exist firstly from legal and institutional perspective, in order to manage the unstable peace, to form clear or acquiescent norms and principles and such regimes including policy decision process. In the next place, it elaborates on the importance of Peace Regime in Korean Peninsula. It lends itself to reach the compromise between the North and South Peninsula, ease up the conflict between Korea and U.S.A.."Compromise, Peace, Unity"has becoming the common wish of the Northern and Southern people, as a result, the leaders in both country should acclaim the situation and endeavor to reach the compromise between the North and South Peninsulas. However, because of the mutual mistrust owing to the long-term opposition in politics, and the huge discrepancy existing in social system, ideology, economic system, and codes of values, the political relationship between North and South can hardly make any breaking-through progress in a shot run. The establishment of Peace Regime contributes to end up"No War; no peace; no talk"-- the tight confrontation status of the North and South Peninsula for half a century. The two parties can further understand each other under the Peace Regime, and lay a good foundation for peace and unity.Part II makes a thorough analysis on Peace Regime in Korean Peninsula, introduces the background information, the favorable conditions and obstacles, and makes its functioning prospect in the end. The Peninsula's history and reality tell us that we should insist on solving Korean Nuclear Issue, which is closely related to the establishment of Peace Regime. If the Korean Nuclear Issue could not be handled peacefully, the whole Peninsula and Northeast Asia could not have real Peace Regime. Only when the Korean Nuclear Issue has been solved or being handled unremittingly, the Peace Regime could be constructed. In view of lack of multiple security cooperation's foundation and mechanism, the process of promoting coordinate development of relationship between Big Countries could not be a plain sailing, and the construction of the Peace Regime would be a relatively long and gradual procedure. Generally speaking, although the construction of the Peace Regime in Korean Peninsula would be unsteady owing to some disadvantages, it without doubt an effective attempt to moderate the tense situation and to reach permanent peace. Especially since its peace and stability correspondent with the fundamental benefits of the North and South, accord with the policies of neighboring Big Countries, and become the Peninsula's mainstream gradually. If the relating countries could handle issues with respect to overall situations from now on, manage the sensitive issues compromisingly and yieldingly, and come into an agreement finally, the conception of Peace Regime of Korean Peninsula will come to a positive result.Part III analyzes the influence of Peace Regime in Korean Peninsula on the Security Order of Northeast Asia from various nations'perspectives, and states China's basic position towards the Peace Regime. Supposing the two Koreas follow the"North and South Common Manifesto"and urge the approaching of compromise, the positions of the neighboring countries will be changed, especially U.S.A., Japan, Russia and China that keep a good relationship with the North Peninsula ever since the World War II. Those countries certainly will readjust the policy position and its influence, so when the two Koreas are stepping from rival arms race to peace and unity, the new order will come into being as the relating countries'standpoints changed. As it has been illustrated in this paper, when the new Peace Regime is truly constructed in Korean Peninsula, the international surroundings in Northeast Asia might be the interests balancing structure of the neighboring countries in Northeast Asia. If the Korean Nuclear issue could be handled peacefully, it is believable that the Peace Regime could be set up in the following step. The"Six-Party Talks"and the bilateral meeting under its framework would be the proper and effective carrier and mode. It is accepted to all that China positively plays a decisive role in this procedure...
