Part I: The origin, the status quo and the legal status of Taiwan issueThe so-called Taiwan issue, first, it is China's internal affair, and it is the legacy of the civil war between the Kuomintang reactionaries to Communist Party. This is the essence of Taiwan issue. Secondly, Taiwan issue is that we oppose foreign forces to interfere in China's internal affairs. Taiwan issue is more complicated precisely because the United States and other foreign forces.Taiwan issue which had undergone tremendous changes, but it's purely an internal matter of China's nature has not changed. Now Taiwan issue has become separatism and anti-separatism, and it is a focal point of China and the"two Chinas"issue.Part II:"The U.S. factor"in Taiwan issueThe main performance of the United States on Taiwan issue: Politically, the United States and Taiwan develop substantive relations , increase the level between the two parties. In foreign affairs, in part to meet Taiwan's"pragmatic diplomacy", to support Taiwan's"participation in the international community". Militarily, expands arms sales to Taiwan , strengthens the military relations with Taiwan. About the issue of arms sales to Taiwan. In 1982,the United States and China signed the"August 17 Communique".The communique stipulates that the United States arms sales to Taiwan"will not exceed in performance and the number of years after the establishment of diplomatic relations between the two parties"and stop arms sales to Taiwan until the year-on-year decline. However, the United States has continuously violated communiques. In recent years, the United States has continued"to help achieve the legitimate defense needs of Taiwan", and transfered lots of military equipments to Taiwan, and that also greatly enhanced the performance and size. The analysis that the United States interferes in the issue on Taiwan: First, the strategic interests, including the need to contain China, Asia-Pacific strategy and geopolitical strategy. Secondly, the economic benefits, from the development of the global economy, the world's ecomomic center has changed from Europe to Asia .The United States has shifted the focus of the Asia-Pacific region's external trade. Seeing from the ecomomic development between the United States and Taiwan, Taiwan is the developing and expanding market of the United States. There are major interests in the trade between the United States and Taiwan, particularly in the military arms trade , it brings huge benefits to U.S. arms manufacturers. In addition, the investment between the United States and Taiwan will continue to increase. Finally, domestic political needs .Since the 1990s, the domestic political factors in the cross-strait policy of U.S. had become even more pronounced. The combination of internal and foreign affairs has become closer and more consistent. Because policy makers tend to observe international system through the refraction of domestic political so as to formulate foreign policy. Therefore, in the process of inspecting Taiwan Strait policy, we must go to the internal mechanism of the United States foreign policy. Only in this way can we form a correct understanding of the decision-making behavior of the United States, and thus we can make accurate estimates and judgments. The influence of the policy on Taiwan: First, encourage the arrogance of the "Taiwan independence" forces. Secondly, the strengthen Taiwan's military strength. In several areas about the United States interfering in the issue on Taiwan, arms sales to Taiwan can be said to be critical. Finally, the stable development of Sino-U.S. relations. The United States and China are the world's largest developed country and the largest developing country. The steady development of its own bilateral relations plays a positive role in the stability of the Asia-Pacific region and the peace and development of the world. The two countries share common interests in many areas, though there are differences, but would not affect the overall situation. Only Taiwan issue have had several serious confrontation between the two countries, seriously hampered the peaceful reunification of the two sides, and also affect the relationship between the two countries.Part III: The tendency and countermeasures of Taiwan issue.In the face of the Taiwan authorities aimed at taking independent activities with the support of foreign forces. The situation of peaceful reunification across the Taiwan Strait is facing severe challenges. It's necessary to review Deng Xiaoping to solve the Taiwan issue and realize the reunification of the motherland thinking especially appreciate the strategy of settling the Taiwan issue that not undertake to give up the use of force. We will resolutely safeguard national sovereignty and territorial integrity, resolutely oppose the interference of foreign forces, and not allow the Taiwan issue to be put off indefinitely. In the eyes of the United States, so long as mainland China and Taiwan continue to split. A considerable part of China's growing strength and resources will be wasted on the Taiwan issue. China will be clogged to increase in some extent. The ability of China to start geo-political competition with U.S. in the Asia-Pacific region will be limited. So keeping the situation in the Taiwan Strait,"no unification, no independence, no use of force"is the fundamental policy goal of the United States on the Taiwan issue. "Strategic ambiguity" on Taiwan policy is still the dominant direction of the United States in the future. The United States will use the "China threat theory" to resolve the Taiwan issue to contain China. We should actively promote the Sino-U.S. strategic cooperation, strengthen and improve Sino-U.S. relations. And we must strive to narrow the gap in strength with the United States for the initiative on the Taiwan issue. Finally, we need to strengthen the work of the United States Congress.
