With economic reform continued to deepen, further promote the reform, improve the administrative efficiency of the task on the agenda. But, to accomplish this task, we must strengthen and improve the civil servant motivation mechanisms, thus building a group of streamlined, highly efficient, pragmatic and honest civil servants. So, "Meditation and Countermeasures on Motivation mechanism of Civil servant in China" as a thesis topics, Systematic in-depth study, it has important practical significance and the theoretical value.This thesis is based on the Marxist theory of motivation and Western countries management incentive academic theory as a guide, uses the basic tenets of public management, economics and other disciplines, and the study way of standardized analysis and empirical analysis of the combination, draws lesson from the successful experience of the foreign countries civil servant system and enterprises' human resource management, combining the understanding myself, studying more systematic and in-depth on motivation mechanism of civil servant in China.Allowing outside the introduction, this thesis is divided into three parts. The first part explains the theory about motivation mechanism of civil servant. This part defines the concept about motivation mechanism of civil servant, expounds the theory basis about motivation mechanism of civil servant, and the practical significance of improving the motivation mechanism of civil servant. The second part meditates the building state about motivation mechanism of civil servant in China. This part recalls the building history of motivation mechanism of civil servant in China, analyzes the problems and their causes of motivation mechanism of civil servant in China, with the current reality. The third part points out the Countermeasures of perfecting motivation mechanism of civil servant in China. This part point out the general requirements of perfecting the motivation mechanism of China's civil servants: grasping the psychological characteristics and the really demand of civil servants, integrated using the advanced motivation theory; but not only, points out the specific Countermeasures of perfecting motivation mechanism of civil servant in China: Creating a harmony administrative environment, building a improving system, and using the diversification motivation ways.The innovations of this thesis: First, the author studied civil servants in china motivation mechanism theoretical basis, the problems and their causes and Countermeasures building from the modern human resources management perspective. Second, drawing lesson from foreign and enterprises about human resources management of successful experiences, with the national conditions of China ,on one hand pointing out the general requirements of perfecting the motivation mechanism for encouraging civil servants from the macro , in other words, integrated using of advanced motivation theory and grasping the civil servants' psychological characteristics and the reality of the demand; on the other hand , from the specific Countermeasures proposed, we must focus on the different civil servants, use the diversification motivation ways.
