With the fast development of modern science and technology and the economical globalization tendency, human resources have already become the most important resources which determinate the development of economy and society. Through comprehensive observation of the world situation, we can discover that the core essential factor that decides an local or the state' economy development no longer is the amount of substantial wealth ,but the human capital storage quantity. As for the government, the civil servant are the foundation of national dominion, its quality can directly affect the level of national government affairs and people's benefits. The development of Chinese and foreign history indicates that, the administrative ability and national strength can be enhanced if the quality of the civil servant is improved. At present, the personnel management in our country still exists many problems, for example, the control system is far away from to be perfect, the personnel assignment is at subjective will to a considerable degree, also phenomenon like the unhealthy tendency, appointing people by favoritism, person attachment and so on. All these have caused the difficulty for outstanding person to fully expose. Under the influence of centralization idea, the personnel management is short of livingness. This article discusses the present situation and problems of personnel management in our country, then puts forward proposals for improvement.This article altogether divides into five chapters:In the first chapter the author mainly introduced the research background, goal, significance and tool of the article, and also the situation of present research and the main innovations. In the second chapter, the recruiting situation of the government personnel in our country is analyzed from the three aspects of the civil servant recruiting mechanism , the way of non- right hiring, and the way of right hiring.In the third chapter, our government post establishment situation is analyzed separately from the degree of fit and effectiveness between person and post. In the fourth chapter, the author, separately from the effect, procedure and satisfaction of training, carried on the analysis of training and study situation of our government. In the Fifth chapter, the motivation mechanism of our government are analyzed separately from the process and the way of motivation. The sixth chapter is the summary of the full text, theoretic discuss from the aspects of the civil servant recruiting, post establishment, training and study and the motivation mechanism using the public management theory and the human resources management theory. Then some policy proposals are put forward on this basis.The innovation of this article is: First, from the structure lay, the author inspect the utilization of the four big functions in the government personnel management. That are civil servants' test hiring, training, achievements rating as well as salary design. Ten the problems existing in the utilization of government personnel management function are discussed. Second, from the theory lay, the accuracy and the validity of the four big functions in the government personnel management are evaluated and screened. Third, this research established on the intrinsic research, on the basis of the civil servant recruiting, post establishment, training and study, motivation mechanism, a set of meters has been developed through using the exploration research. This meter may be used to other administrative organization and the industry and commerce domain after improvement and revision. Fourth, the civil servant recruiting, post establishment, training and study and the motivation mechanism and the influencing factors are analyzed with the method of real diagnosis research method. Then the author inspect the four aspects and their influencing factors. So it gives the article much innovations. Fifth, in the problem of the government personnel management, the author inspect the four aspects of the civil servant recruiting, post establishment, training and study and the motivation mechanism, so it makes the article have a systematic characteristic.. This has developed the academic circles regarding the government personnel management research field and analysis frame in certain degree.
