The Method Of Avoiding Misjudgment Of The Decision-making During The Government Management

Government's management activities generally consist of decision-making, execution and supervising. Decision-making by the leader is the most continually, most principal, most fundamental and most influential major activity. As the first step of the government management, decision-making by the leader has become more and more important in theoretical research during the establishment and development of the socialist market economy. The right decision can bring twice the effect with half the effort while the misplay can cause irretrievably lost. The decision-making has significant long-term impact. The Leader's decision-making method and his leadership take important parts in the process of achieving scientific and correct decision. Facing with the profound changes in the conditions of governance and social environment, build up the Party's governing capacity and improve its art of leadership and governance has become a historic objectives of the Party's building under the new situation. Cadres of all levels should study and master the scientific decision-making's theory, method, and art. They should also constantly improve their scientific decision ability and avoid wrong decision based on understanding and following the law of socialist modernization.By reviewing the research documents and results of governance decision-making from different countries it appears that most of the research have not address the issue of democracy, science and standards during the process of the decision-making of government management, especially the mistaken-idea and draw-back of decision-making which described in this paper. Therefore, this paper is based on the above research combining China's current condition to study the government leader's decision-making.The paper consists of three parts. The first part is the general theory of leader's decision-making. The second part is the leader's mistaken-idea in the government management and its cause. The last part is the method of avoiding misjudgment of the decision-making during the government management. The paper combines the standard research and real example, quantitative and qualitative research methods, with the study of different countries' scholars' research papers, books, and real examples to probe Chinese leaders' decision making theory and the system function. The paper has the detail study of the value orientation, system and mechanism of decision-making, process, method, adjustment and restriction of the leader's decision-making process.
