Strategic Research Of Public Service Kind E-government

The E-government means that the government organs utilize the network platform of computer in their management service functions ,according to the procedure established , to implement administration frequently and deal with the daily affairs generously on the net, realize the reorganization of government's institutional framework and workflow, surmount the restriction from time, space and department separated , build up a government operation mode which is simplified, high-efficient ,honest and fair, thus improve government's management level , serve the public better.This research analyzes the current state of both international and national e-government and the new public management core theory. We then propose the public service requirement of electronic building. At the same time, we discuss the development strategy of the public e-government.This thesis is divided into 6 parts. In chapter one, the background the main research contents is introduced. In chapter two, the necessity of building the public e-government is presented. In chapter three, we analyze the need of the public electronic affair in detail and propose the future prospect. In chapter four, we do the demonstration research on our country's public e-government. Through the analyzing of the current state of the city governmental website and the analyzing of the Chengdu governmental website, we find the shortage of the e-government service. We need to build up the theory that the public is the one who counts. In chapter five, human nature design theory is imported. And the public service e-governmental development strategy based on human nature design is proposed. In chapter six, we conclude this thesis and point out the limitation of this research as well as the future research area.E-government based on human nature helps to raise the working efficiency of the government. It presents the tenet of working for the public.
