Study On The Electronic Government Affairs And Administrative Information Opening

In the era of E-time, Information technology is not only changing the social life and economy format, but more important, changing the mechanism and manner of government administration. To speed up the information process of the government, the electronic government affairs, which is based on the networking and information technology, has already been the strategic measurement of reforming the government. The significancy of constructing and performing the E-government affairs to the development of administration is that it can not only provide the management with advanced tool and means, but also introduce a serial of deep-level revolution of value, environment, power system and organization framework of the public administration. The development of E-government affairs would help enhance the government's capabilities of reaction and democratic decision, optimize the communication efficiency of the government both externally and internally, enlarge the participation of citizens, realize the political democracy, make government more transparent and open, therefore build up a government which is reactable, highly efficient, responsible and of better service quality.To make administrative information open is an important part of the democracy and rule of law in the E-time. The reform of information opening institution caused by SARS in 2003 has promoted the establishment of administrative information opening institution effectively. In the government's work report of 2007, Premier Wen Jiabao has ever pointed out that "We must insist on innovating the institution and manner of the government management, enhance the transparency of the government affair and participation of citizens", "promoting the administrative information opening deeply, speed up the construction of the E-government affairs and website". This paper researches the E-government affair and the administrative information's opening institution from the prospective of administration, politics, economy and legislation.After comparison the development of E-government affair between china and the developed countries, the paper analyzes legislation of building the transparent, open E-government affair, and points out the obstacles and mistakes which are persistent presently, trying to find a way to accelerate administrative information to be into the open, in order to make China's E-government affair be developed more reasonable and comply with the modern society's requirement for the high quality and multi-levels service of the government, and accelerate the process of democratization of china.
