| Comprehensive law enforcement could be defined as the law executing system, which is executed by the administrative organ or organization which is authorized by corresponding law or consigned by other administrative organ. Comprehensive law enforcement covers the authority of administrative licensing, administrative inspecting and administrative punishing. From the point of view of strengthening the management of cultural products markets, the demerits of present administrative pattern has been analyzed, in which the administration is inefficient due to multi-layer controlling system and duplicate law enforcement. According to the theory of administrative efficiency, this essay advocates that administrative forces in cultural market should be merged, comprehensive law enforcement be implemented, and countermeasure be improved. By contrasting to entrust integrated law enforcement with to authorize comprehensive law enforcement, this essay analyzes the difficulty and countermeasure regarding the pattern selection in comprehensive law enforcement, and comes to the solution of carrying out comprehensive law enforcement, by which current problems in cultural market management could be solved effectively. |
