In this present-day's Knowledge-based Economy, knowledge is becoming an important private property which is the key wealth and core competitive capability in the world. Knowledge is optimized information in nature. Information is the origin of knowledge. Intelligence production is the materialized form of knowledge. An Intellectual Property system is an efficient way to promote and protect intelligence production. A country should energetically exploit and protect its information resources in its preponderant domain and exert its advantage, and put these information resources under the aegis of an Intellectual Property system, which is advanced in modern societies. It is the best way to enhance one country's preponderant competitive capability in the Knowledge-based Economy era. The thinking of constructing a harmonious society through the concept of scientific development, reflects a profoundly scientific development strategy in the eye of scientific philosophy. Advanced thinking of a scientific development strategy can change people's way of thinking and behaviour patterns and thus promote scientific development in a society. Actively exploit and neaten our preponderant information resources, giving our competitive advantages prominence on the international platform, trying our best to convert these preponderant information resources to intelligence production, is the way to fulfill the concept of scientific development generally in the choice of our scientific development strategy. Using an Intellectual Property system to protect Intelligence production in order to make them private in property and globalization in sharing, we can achieve great social value and economic value.During its 3000 years of civilization, China abstracted and created a lot of preponderant information resources from its information pool. At present, our preponderant areas are Geographical indications, Traditional Knowledge and Biology-Diversity gene resources. Geographical indications are information resources which exist largely in China. The non- industrialized Traditional Knowledge, including Expression of Folklore and Chinese Herbalist Doctor & Traditional Medicine in the ethical district, are our preponderant domain. China has plenty of Biology-Diversity gene resources, including species category and biome. The origin of propagation biome is very old and there are lots of precious species in China. Systemically exploiting and concentrating our preponderant information resources can make them a form of intelligence with huge economic value, and they will become the protected object of an intellectual property system at home and abroad. That will make these valuable information resources private in property and global in sharing.The thesis will discuss the choice of strategy for scientific and technological development, especially the strategy of Intellectual Property. It will indicate that our present strategy of Scientific and Technological Development should focus on exploiting and protecting our preponderant information resource, and using these preponderant areas to join the competitive world, which reflects philosophical thinking about giving prominence to our strengths and avoiding any weaknesses. This should be the core idea of our concept of Scientific and Technological development and be the choice of a development strategy in our socialistic primary development period. Research on these matters have a great impact on theory and praxis in increasing our competitive position in the world, developing our strategy of Intellectual Property, constituting and forming our harmonious society, and fulfilling the great renaissance of our nation.
