Construction of harmonious society,which is a significant issue,could be called the result of development of socialistic theory .And it summarises the coming challenge for the government and all the people.The harmonious society has profound meanings,which refers to a soceity full of energe and creation,justice and equity,peace and staleness,democracy and law authority.Goverment ,considered as the supplier of institution,plays a very important role in construction of harmonious society.How to update the government becomes the hot topic. For the special politic and economical history of China , sometimes the government plays the role as it used to do at present,which dosenot correspond to the need of constructing harmonious society.The public complaints has been on the increace since 1993,which reveals a serious phenomonen that exist income gap,labour dissensions and conflict of interests in the processing of marketing.The cohesion of soceity and the image of government are affected because of social contradiction.Taken the government as leading actor,this paper begins with transforming the role of the government to to meet the need ,at the same time probes to the present situation of our government,then propose four trends of role of government in constructing harmonious society,which are responsible government , limited government , service-oriented government and government ruled by law .At last ,this paper discuss the functions of the four trends,and how to hasten the step of transforming the function of government and improve the managemental lever,and how to realize the democracy of social management, so as to constructing harmonious society with all efforts.
