The Research On Virtue Of Civil-servant From The Moral-cultivation Theory Of Confucianism Of Pre-Qin

As the subject of the common administration, civil-servant is the person who owns the right of administrating common affairs in state common administration office. Thus the civil-servant should service for people with his right and do his best to administrate the common affairs. However, there is a lot of improper phenomenon in the civil-servant's practice of administration both of our country and of the whole word. Therefore the research on the improper phenomenon in the civil-servant's practice of administration becomes very hot these years.These years, the academic circle study the improper phenomenon in civil-servant's practice of administration mainly from the view of institution, economic, law and the ethics of administration, suggesting the construction of civil-servant's institution and morality. In my paper, I study the problem both from the theory and the practice, rooting the effect of our traditional cultural and the condition of our country. And I conclude that the fundamental reason of the problem is the hypothesis on human nature of the theory of common administration which disregards the worthy of virtue. So in my paper, I study the virtue of civil-servant from the moral-cultivation theory of Confucianism of pre-Qin. The moral-cultivation theory of Confucianism of pre-Qin presupposes the human nature is good, aims to cultivate the idea political personality and advances the systematic methods of moral-cultivation. The moral-cultivation theory of Confucianism of pre-Qin pays attention to inherent moral worthy and the idea compass of human since it presupposes the nature of human is good. Therefore the moral-cultivation theory of Confucianism of pre-Qin, which is able to rectify the hypothesis on human nature of the theory of common administration, affirms the morality of the civil-servant and dedicates to cultivate the virtue of civil-servant. Confucianism of pre-Qin dedicates to cultivate the idea political personality who is so perfect in self-cultivation that he should be the very King. The historical mission of civil-servant in the contemporary era is to administrate affairs of state and to maintain the social stability which is the very mission of the idea political personality of Confucianism of pre-Qin. Therefore civil-servant in contemporary China is inherent harmony with the idea political personality of Confucianism of pre-Qin whose goal actually is pursued by civil-servant in contemporary China. The moral-cultivation method of Confucianism of pre-Qin mainly is to cultivate the idea political personality, which is helpful to the virtue-cultivation of civil-servant in contemporary China. Thus in my paper, I want to avoid the improper phenomenon in civil-servant's practical administration by virtue-cultivation of civil-servant, which rooted in the resource offered by the theory of the Confucianism of pre-Qin. Moreover, I hope my research on the problem can be helpful to the construction of the ethics of administration of our country.The framework of my paper is following:In the first part, I firstly introduce what is the civil-servant's virtue and what is its function as well as what is its elementary; then I describe the improper phenomenon in civil-servant's practical administration and try to find the fundamental reason of this phenomenon both from practice and theory; finally I conclude that the hypothesis on human nature of the theory of common administration which disregards moral worthy is the root reason of this phenomenon, and then I suggest that the civil-servant's virtue-cultivation of contemporary China should find its inherent theory resource from the moral-cultivation theory of Confucianism of pre-Qin. In the second part, I systematically elaborate the moral-cultivation theory of Confucianism of pre-Qin from its basic, its goal as well as its training method; and then I point the identical places between civil-servant's virtue-cultivation of contemporary China and the moral-cultivation theory of Confucianism of pre-Qin from the hypothesis on human nature, the idea political personality and the matter of the moral-cultivation, which offer the theory basic for the research on the civil-servant's virtue. In the last part, I give a minute suggestion on civil-servant's virtue-cultivation in contemporary era within the framework of the moral-cultivation theory of the Confucianism of pre-Qin.
