Research On Legal Problems Of Rural Credit Cooperative Reform

As the main body of our rural cooperative finance system, rural credit cooperative plays an important role in maintaining rural finance market, supporting on agriculture by credit and connecting peasants by financial way. However, an appropriate development mode has not been fount since the foundation of rural credit cooperative fifty years ago. The key obstacle is defect of relevant law. Financial legislation can improve the development of rural credit cooperative and ensure the reform of rural credit cooperative. I personally think financial legislation is very necessary to improve the management of rural credit cooperative. So this subject will be discussed in detail in the paper.The paper discusses this item in two sections with five chapters. After the present situation of rural credit cooperative in our country was analyzed and the development of rural credit cooperative in other countries was reviewed, we think rural credit cooperative is very important in rural financial market, the suggestion on financial legislation to improve our rural credit reform was proposed.The first part is the basis of the paper, containing Chapterâ… and Chapterâ…¡. Chapterâ… Summary of rural credit cooperative introduces the concept, basic characteristic, development of rural credit cooperative in our country. Furthermore, the relationship and difference between rural credit cooperation system and relational concept was discussed. The importance of rural credit cooperative in rural financial system was analyzed in Chapterâ…¡, then the necessary of reform on rural credit cooperative was presented.The second part is the main body of the paper which consists latter three chapters. The problem exists in current rural credit cooperative and correlated reasons was discussed in Chapterâ…¢.Firstly, six main problems (such as unclear property right, inexistent owners, incomplete corporate governance structure, unsuitable management system, heavy historical burden, poor quality of assets, absent of risk scattering and transferring system ) were summarized based on the current cases.
