Public corporation is the profitable artificial person. Commonweal and natural monopoly of a certain extent are its characters as well. The administrative monopoly is its substantive characteristics. Public corporation of our country is confronted with a profound regulating reform currently. Strengthening the legal regulation about public corporation of our country is not only meeting the needs of the challenges from the science and technology development, but also the urgent requirements of making good on the related WTO commitments, and learning experience from developed countries to accelerate our country's public corporation regulating reform.Though we've made some elementary progress, there are some defects in the legal regulation about public corporation of our country, such as its executive-led tendency and systematic deficiency in legislation, its lower law-degree and poor timeliness as well as its conflict of laws and weak maneuverability.It is essential for building up the public corporation legal regulation system of our country to follow the guide of the scientific methodology. And the perfect legal system should be a system with clear regulating aim, with authoritative regulating subject, with integral content, with reasonable structure and with dynamic character. It is urgent to build up integrated legal regulation about public corporation on the basis of learning other country's experience, drawing lessons from our past and of using academic achievement of the related legal methodology for reference. We believe that the completed and the multi-layer legal system about public corporation is centering on the basic law of public corporation, taking Anti-trust Law and the special industry law as the mainstay and providing some other relevant laws about corporation property rights and so on as the supplement.
